From working documents to binding regulations

Based on the reports of the preparatory studies and under reconcilement of stakeholders' opinions the European Commission elaborates draft implementing measures. Up to now they all have the legal form of regulations. Member State representatives vote on these drafts in the Regulatory Committee. After the vote of the Member States the European Parliament has three months time for scrutiny. 

In the following the product group specific output of the EuP implementation is given.


Regulations

A regulation is the final output of the product group specific EuP implementation process. Regulations are legally binding in the entire European Union without any additional legal act of the Member States. They come into force briefly after publication in the Official Journal of the European Union, but usually allow transition periods, which differ from product group to product group.

Draft Implementing Measures

In the following those draft implementing measures are listed that have been endorsed by the Regulatory Committee. These draft regulations were/will be provided to the Parliament, which has then three month to exert a "right of scrutiny".

If the Parliament endorses the draft regulation or lets the deadline pass the European Commission must formally adopt the regulation.

Working documents

Working documents are the first drafts of implementing measures designed by the European Commission. A preparatory study, which is carried out for each prodct group, is the basis for such a working document. These documents are then discussed at a Consultation Forum. As follows is a list of additional working documents discussed at Consultation Fora.
